Skill development is a valuable addition to everyone’s life. To enhance & upgrade the skills of youth, State Government in its IT Policy has laid special emphasis on Human Resource Development with a twin objective of providing necessary manpower to the IT sector for its growth and to improve the employability of the residents in the IT sector. To spread IT culture, the Corporation started imparting Computer Education in the State since 1994 through well-knit network of Hartron Skill Centres (HSCs).
To meet the requirements of different target groups Hartron offers various short-term and long-term courses of duration ranging from one month to one year. The courses are designed and developed by Hartron and being run at Hartron Skill Centres located throughout the State. All courses are paid courses i.e. fee based. In addition Hartron also imparts Computer Trainings programs sponsored/funded by State Govt./GOI under their various schemes and projects
The courses and certification has wider acceptability and recognition as the courses are aligned with National Skill Qualification Framework (NSQF). NSQF is a competency-based framework that organizes all qualifications according to a series of levels of knowledge, skills, and aptitude. These levels are defined in terms of learning outcomes which the learner must possess regardless of whether they were acquired through formal, non-formal or informal learning. Now, Hartron courses aligned with NSQF and recorded in the National Qualifications Register (NQR) which is the official national public record of all qualifications aligned to NSQF levels.
Hartron has also been recognized as Awarding Body (Dual) by National Council for Vocational Education & Training (NCVET), Ministry of Skill Development & Entrepreneurship (MSDE), Govt. of India.
To spread IT culture in the State, Haryana State Electronics Development Corporation (Hartron), a State Government undertaking in the month of April, 1994 launched its Franchise Scheme to impart Computer Education & Training in the State. Presently, 83 Hartron Skill Centres (HSCs) equipped with latest infrastructure and running successfully throughout state and Chandigarh. The courses being run at Hartron Skill Centres are designed and developed by Hartron and have been very popular among students as number of enrolments is increasing every year. All courses are paid courses.
Franchise Management System Portal
Franchise Management System(FMS) is an online portal built in-house to manage all activities related to Computer Education & Training such as Admission, Royalty, Examination, Certification etc.
National Skill Qualification Framework (NSQF) is an outcome and competency-based framework that organizes all qualifications according to a series of levels of knowledge, skills aptitude and responsibility. These levels are defined in terms of learning outcomes which the learner must possess regardless of whether they were acquired through formal, non-formal or informal learning.
NSQF aligned courses : As of now 17 Hartron courses are aligned with NSQF and recorded in National Qualification Register (NQR)

Hartron is also conducting Computer Training Programmes for skill Up-gradation, empowerment, employment, self-employment for girls/women, SC/BC, BPL, Panchayati Raj Functionaries and other categories. Number of State/Central Govt. funded training programmes have been implemented successfully throughout state. Detail of few of the Computer Training Programmes conducted by Hartron under various State/Centre sponsored programmes is given below:
- Computer Training for the benefit of SCs & STs in the field of e-Governance. Under this training programme about 4200 SC candidates were imparted One Year training – Scheme Approved and funded by Ministry of Electronics & Information Technology (MeitY), Govt. of India.
- Computer Training for the benefit of girls/women under ‘IT for Masses’ Programme. Under this training programme, 497 girls/women candidates were imparted One Year training – Scheme Approved and funded by Ministry of Electronics & Information Technology (MeitY), Govt. of India.
- Computer Training Programme for the Up-Gradation of the Typing & Data Entry Skill of the 2019 Scheduled Caste & Backward Classes Unemployed Youth through Computer Training – A Project of Welfare of Scheduled Caste & Backward Classes Department, Haryana.
- Training Programme for elected representatives and Officials of PRIs on Basics of Computer. Under this training programme about 5000 candidates were imparted 6 days Basic Computer Training – Training Programme approved and funded by Haryana Institute of Rural Development (HIRD), Nilokheri.
1. Project Brief
a) Ministry of Electronics & Information Technology (MeitY), Govt. of India in 2020 had approved and funded the proposal submitted by Hartron
b) Total 6600 SC candidates were to be imparted Computer Training in two batches in 3 years duration.
2. Current Status / Major Activities
Training of both batches has been completed successfully.
It is equally important that Transparency in administration is the watchword of any ideal Govt. Computerization of all the information regarding latest position of establishment activities and of the staff will certainly go a long way in fulfilling the ideals of Govt. and thus bringing all the departments under E-governance for IT driven Govt. To make this possible, it is necessary to instill IT culture in Govt. & impart skills of various levels to the Govt. official’s right from top to bottom.
With this end in view, Hartron is regularly conducting specialized Appreciation Course in computers for officers/officials of Haryana Government and its Boards and Corporations at Hartron Bhawan, Panchkula as well as through its Hartron Skill Centres (HSCs) located throughout Haryana. The training is imparted to Govt. Officers/officials are tailor-made designed to impart skills at various levels. These courses are generally one month (40 hrs.) duration and are being imparted on chargeable basis.
HARTRON has made significant efforts to spread IT culture and provide computer education and training in the State of Haryana through its 83 Hartron Skill Centers. Hartron has received dual recognition from the National Council for Vocational Education & Training (NCVET) as an Awarding Body and Assessment Agency, further enhancing the credibility of the courses offered.
To assess the knowledge and skills acquired by the students, HARTRON conducts exams for around 3000 students every month. These exams are typically held at the end of the course to evaluate students’ proficiency in the course.

This grading system provides a clear assessment of students’ performance and allows for recognition of their achievements based on their marks in the respective courses.

These grades are based on the overall score obtained by the student. Depending on the percentage obtained, the student will be assigned a corresponding grade.
A responsive Grievance Redressal Mechanism (GRM) to redress the grievances of students in a time-bound manner to prevent unfair practices and to enhance the service delivery as per the Guidelines of NCVET (National Council for Vocational Education and Training) has been implemented at all the Hartron Skill Centers (HSC). It promotes transparency, fairness, and accountability in the service delivery process.

To assess the knowledge and skills acquired by the students, HARTRON conducts exams for around 3000 students every month. These exams are typically held at the end of the course to evaluate students’ proficiency in the course. Final Exam has 3 Sections having Objective, Subjective & Practical Questions. The number of questions & marks of each question depends on the duration of the course, which is from 4 weeks to 52 weeks. The passing marks are 35% and then Grading is being done depending on the percentage of marks.
Transition to online mode: Earlier, the exams were being conducted at all the Hartron Skill Centres (HSCs) in offline mode. Now, the corporation has started conducting the exams in online mode at all the HSCs. For this, the Corporation has conducted an Online Mock Examination of its students at Hartron Skill Centres (HSCs) on 31st August, 1st & 4th September, 2023. Now, the Corporation is conducting the actual Online Examination of its students at Hartron Skill Centres (HSCs) from 12th September, 2023 onwards.
